That error can mean a 100 different things
No proper fix for that error
The thing that has worked for most people is resetting their pc and reinstalling windows

Some other things that have worked
Turning ur wifi router off and on
Making a new user account on ur pc with only english alphabets and no numbers and no symbols
Running ur pc through a proxy
Clean booting with only vgc checked
Deleting the game and vanguard through revo uninstaller and reinstalling the game and vanguard
