How should you work for a boss that has very vague requirements but also a sense of urgency constantly?

i would solve this by constantly having a living document of everything talked about including actions items and "wants" while documenting and highlighting any ambiguities to these projects
even if manager won't commit or take effort, documenting them yourself while noting that there is a 1:1/requirements doc attached to the meetings
show that you've done the best you can

I’ll start documenting everything and CCing him so he can’t get upset at me when something isn’t done but it’s been extremely vague

Yeah, gotta leverage written documents to anchor the conversation.
Boss is probably context switching and reacting all the time. Written docs help anchor the topic.

Agree to do everything immediately, then ignore it if they don't bring it up again.
If they question you, then pull the I'm prioritizing the higher value stuff, it's what you pay me for.
