I have tried everything to fix this problem and the game keeps stuttering every 10 seconds it feels like. This is the only game it happens on. It is not the gpu and the spikes pop up in the cpu game time and cpu rhi time

This game is simply broken. More and more people report stuttering issues on Reddit. Both AMD and Nvidia. At this point Riot completely don't care about the game they care about money only 🤑. You could try use other GPU driver and FPS cap by RivaTuner. It may help to some degree
