I'm not sure what to do since I need to pull a GB file out of the pod which will take 4 hours.

I tried restarting the pod but it didn't help. It seems like using 32 threaded upload on runpod seems to help The pod is acting a bit weird, in the end I was able to use rclone with 32 threads and that got around the upload speed limits. I'm happy to provide more information regarding this, it's unusual to have this low single file upload speeds. I managed to get the files out.
