when I do dark layouts, I generally try to make the furthest back element the darkest hue of the color. So, maybe try making your main bg color even darker than the 2nd bg behind the cards.
or just getting rid of the 2 bgs and combining into 1
also, maybe make the headline text larger and fit more in the area where it lives, which right now has a whole lot of overhead on the top
I think it can be boiled down to two reasons
Color
Extending what @ghostmonkey already said, background colors are used to provide a sense of depth in a design. Using a very dark bg color for a panel makes it feel like it's carved inside the space which doesn't really make sense. There aren't any shadows or gradients which make it feel right.
Spacing
There isn't much negative spacing in the design, almost the entire screen is fill with stuff. The top has nav and logo, in edges you have a boundary between background and panel, then you have packed text inside it.
Maybe try reducing the size of that panel or you might even like removing the dark bg color and using it directly for the two boxes since those have shadows which may explain the depth better.
the dotted background does look really busy, and the blue text just looks strange on that background
