Main was banned one year, played 2 months on it, banned, yet my alt hasnt been banned for 2 years...

I dont really understand Riot.
My main was (in my opinion, unfairly) banned for a year. OK, whatever. I wrote several tickets to support explaining my situation, sending proof of the context, etc....
I even wrote Riot to let me at least enter the main menu to buy skins (the Champions) Yes, even though they banned me, I still wanted to use my money to buy skins for that account! But no....
Meanwhile, because Riot is Riot, is played on a alt with ZERO problems. No reports, no issues, etc....I dont even remember ever being banned on that account.
Year passes and I get the account back. Enjoying my bought skins, playing, etc....And in 2 months, I get banned again. FOR A YEAR.
Like how does that even make sense? I have a alt that has never been banned and my main gets banned AGAIN for a year?
I would have bought a bunch of skins on my main but alas, Im not gonna spend money on two accounts so Riot gets 0 money from me as I continue to play on my alt without any issues.
My question is: Why, for such a long ban, isnt a "clean slate" create and period?
