i using nuxt3 with ssr if i cache routes do they still count as request? and if i get paid plan can i cap limit of how much i spend?

i using nuxt3 with ssr if i cache routes do they still count as request?With Workers, they always run in front of cache. You can cache functions though with Cache Rules
and if i get paid plan can i cap limit of how much i spend?Only notifications under Usage Based Billing Notifications, no cap
