What are you trying to do? You can't change the NS records at root level? If you are trying to get a new domain on Cloudflare then you need to change the DNS records from registrar.
That is cloudflare's DNS..
If you bought a domain through Cloudflare then it should be auto configured to use your account's nameservers
But it just showed, i didn't have to buy it tho.
Are you trying to move a domain to be managed by Cloudflare? You should follow https://developers.cloudflare.com/dns/zone-setups/full-setup/setup/#update-your-nameservers
