Place your your cap as close as possible. If it fits at the top or bottom fine. But let it not be far from each other.

Placing them close in better with wide tracks short lengthed
You can place them on bottom as well in same situation
I prefer top mostly but sometimes bottom is ok
It won't affect the signal voltage if placed far
It will effect if far decoupling caps are local power storage for the mcu farther the power storage more noise injected
