on the floor i get 500 and when i look up its 170, and in a fight it drops to almost 120

maybe you accidentaly capped the fps?

No like if i log into a deathmatch the fps is normal but then it would just drop
And in team deathmatch it just goes from 30-70-100 consistently

look up a tutorial on youtube to change resolution in files you can lower the render quality to like 80 to add a decent stability to fps its the best solution i found to fps issues that has the best impact

Try using apps like throttlestop to make your cpu and gpu run at max clock speed
