It's in their tos as bannable the problem is with the amount of streamers and YouTubers that do it it would be unfair to ban normal players for it

no idea what acpd is, but i know for a fact that smurfing is not bannable
It's the discord used for riot staff and Devs and for banning people
I mean let’s be honest, a rule not stated in the TOS is not a real rule, riot of course has a waiver saying they can ban you for any reason but I wouldn’t say that makes no smurfing a rule
The only time I remember them actually doing anything about it was I think during Keeohs unranked to radiant or whatever it was a while back
