It needs to be on the guest. Most package managers will have it
And I wouldn't try using KDE on Kali since I can never get the window to resize. GNOME and XFCE runs without any issues once you install spice-vdagent.

Im using a fresh install of kali gnome so far, I noticed that I don't have available the regular gnome software manager and such. I just want to install some flatpacks 😅
I don't tend to use the Gnome software manager, so haven't noticed if it's present or not. You can install flatpaks using the CLI -
flatpak install <id>
