High packet loss when connecting from Helsinki

We have multiple servers from Hetzner. Some of them are running in Falkenstein, Nuremberg and Helsinki. In the attached screenshot Theia is in Nuremberg, Themis is in Falkenstein and the other ones are in Helsinki. As you can see it leaves the hetzner infra without any mayor problems, but then encounters a high packetloss inside the cloudflare network. When using curl to download files from R2 (behind a worker), we also encountered very slow download rates (probably because ~30% of all packets are just dropping).
