I’ve run into issues regarding UTF8 email addresses.

Which minus? Also the - sign is acceptable in all email addresses. The address in question looks like: γειάσουκόσμε@example.com

Actually no! It is clear about the current settings, but still leaves room for the setting to be changed somewhere. It also leaves room for only some part of the address not being supported.
