CSS background image issues

Hi, I'm trying to create a responsive website, but one of the pages is giving me quite the hassle in regards to the background image(the man with the kid). I would like some help with my code to make the background image not only responsive and cover the screen, but also have the form below it be on top of the image. It would be greatly appreciated if I could have your expertise on this matter!
