CSS background image issues

Hi! I'm trying to make a responsive website, but one of the pages that Im working on is giving me quite the hassle to figure out. I'm trying to get the background photo(The man with the kid) to cover the page and get the form below it to be on top of it, but nothing's working out. I hope I can get your expertise on this matter. Thanks for the help in advance!

your inputs are missing the labels you shouldn't use the placeholder attribute as a replacement for labels when the user types, the placeholder is gone the only way to get the "label" back is by deleting everything also, i don't think that screenreaders mesh well with those, but im not sure about this
