riot client wont display but says its open in task bar
I already uninstalled and reinstalled and still doesnt work

Try uninstall it using RevoUninstaller so it removes all traces of it
try opening tsask manager to see if you can open it from there, if not try locating it in ur files and open frrom there
if not, then idk
