GeoIP isn't always accurate, but that seems especially odd. Is your ISP T-Mobile, by chance?

If you paste the IPs into https://www.maxmind.com/en/geoip-web-services-demo, does it show the right country?

I found the bug, it was of course my fault
What happened?
I was early exiting for logged out users and had a hardcoded DE. literally the most classic shoot yourself in the foot programming bug
blamed cloudflare for my own ineptitude
