i had pretty much the same build a while ago with an even worse cpu, ran val at over 60fps a lot of times but struggled when there was a lot of activity and abilities being used, game sometimes froze, it's not reliable. i have a 980ti now and i'm running val over 100fps at all times which is my refresh rate.
one lesson i learnt from pc building is that if you go cheap you go broke (mainly talking about power supplies here, but applies for all components too), better to save up for a more decent and reliable build than to get cheap parts or prebuilts and getting upgrades in the future. i had a shitty PSU and spent more on upgrades because of broken parts than it cost to just build the final build
if you can affort to wait and save up, get a better prebuilt, maybe one with a 1080 and better cpu. SSD to run system is a must, it's so much faster than a hard drive, along with a HDD to store your games n stuff. 16 gb ram at least, and a newer gen i5 will suffice. Your PSU is arguably the most important part, if you get a cheap power supply, you're risking burning a lot of components if it dies. A lot of power supplies nowadays are ticking time bombs. I doubt you wanna get into PC building, it sure is hell for beginners and i had a lot of trouble so you can buy a prebuilt but make sure not to neglect looking at the power supply. here's a good list, just check which tier your PSU is in
