Unfortunately, no Twitch Extension can overlay the video on the Twitch App, official Twitch mobile website or other device such as a smart TV or console; this is a limitation of the Twitch Extension Platform itself and not of Overlay Expert.
In the meantime, we have submitted a feature request to Twitch for allowing overlay extensions to overlay the video on the Twitch mobile app and website.
