there is nothing specific you can do to guarantee getting one. if you encounter a Rioter anywhere (in-game, irl, on twitter, on discord, on reddit, etc.) and they decide they want to give you one for whatever reason they want to do it, then they can - doesn't have to be in game. but it's up to each individual rioter why or when they give them out of their personal limited pool of buddies. the guidance we are given is that they are intended to commemorate positive player interactions.
