"Welcome back" displayed in login even in Incognito mode

If I open an incognito browser and view the Kinde login screen, the verbiage displayed is "Welcome Back". Why is this even in incognito mode?

The sign in and sign up pages are separate and you can customize that text in Design -> Sign in -> Edit. Nothing is happening to recognize with cookies, it is because each page has a completely different URL addresses.
