try this

Open settings by Pressing Win + i

> Search for "random hardware access" 

Turn it on

Go to network settings

Select your wifi \ ethernet Properties

Set it to private

Turn off metered connection

Set random hardware access in that to change daily .

you can also try this :
open command prompt as administrator and type these commands in order.

> reboot the router
> wait for it to get connected to internet
> then reboot the pc

Also packet loss most of the time is just isp's fault

or the problem is on ur end but mostly only the isp can fix it so u have to contact them
