What is the actual way to setup this redirect?Either will work, Page Rules will eventually be going away though. It'll be announced when there is and there will be plenty of time, but yea one day your options will only be Bulk Redirects/Dynamic Redirects, not Page Rules
Usually this is fairly straightfoward but I think the CNAME flattening is making it a bit harder for me to understandI don't get where CNAME flattening plays into this. Generally not something you need to worry about, espec not when everything is proxied. Your apex custom domain cname for pages is using CNAME flattening, but it doesn't change anything with this redirect.
and the fact that the info in the docs doesnt seem to work unless I am missing somethingThe most common mistake with Bulk Redirects is you made the list but not a rule using that list. Your Bulk Redirect List will have a status of inactive if that is the case.

oh ha should the source not have the https
Bulk Redirects don't work like Page Rules, you just check subpath matching and preserve subpath, and remove
*
from the src and $1
from the destok
that is, with that rule as it is right now, it's only matching if the path literally contains
*
, and then it appends the path + `$1 to the endso

i have the bulk and page redirects right now, going to delete the page rulewith preserve query string/subpath matching/preserve path suffix on, yea

If it's proxied, Cloudflare is going to respond to DNS Queries both A/AAAA with Proxy IPs anyway
