Ok so first try this
open command prompt as administrator and type these commands in order.

reboot the router wait for it to get connected to internet then reboot the pc

if i remember correctly, i solved this issue earlier by connecting my phone to the wifi and then using usb tethering to give internet connection to my laptop using a type c cable, but thanks to my reliable rog phone, its motherboard fried itself within a year and now its hotspot and wifi functions are disabled so i have to resort to connecting my laptop directly to the wifi which causes this ping spike issue

overall network is quite stable now but the problem of jitter happens every 10-30 seconds which makes the game unplayable
You may just want to contact your isp
