Yes. A tailor may be able to let it out, though, depending on how much extra material there is.
Would there be a way to tell if it's possible?
You should be able to feel the extra material if you pinch the cuff.
Follow up question: This is a used item and has some wear. If I get the sleeves lengthened is the fading from the prvious edge going to look off?
