Do previous act ranks affect placements, cos i was iron 3 last act but i did really well in my placements?

Every episode, your rank is reduced by at least a few divisions no matter what. Your placements move your hidden skill rating (faster than normal).
After placements, your new rank is revealed, and if it's way out of step of your hidden skill rating you'll start gaining more rank on wins to help it catch back up.
They do this to clear the leaderboards of players who got there by not doing the right thing. Their rank will go down and they'll be encouraged to e.g. cheat again to get their placement back, giving Riot another opportunity to ban them.
