195cm/6foot6 unfortunately, so that may limit the results a bit.

I would get some cheap black secondhand pants and just go to town with the scissors

As far as I can see there's not any special treatment doing on here. If you want it to look as raw as possible I would probably make a small cut with some scissors and then tear the fabric with my hands till the hole would be big enough. I think this would look coolest with black jeans personally but it looks like the guy in the picture might actually be wearing tight sweatpants? I think I see some drawstrings hanging from the waist anyway
Yeah, I noticed the drawstrings from the Waist too, that made it somewhat look like sweatpants. But then again, I never heard of ripped sweatpants.
