In command prompt run
netstat -ano | findstr :8080
If there is any process there it will show otherwise restart the microservice

There is no program I see. Which IDE are you using, open the project probably using intellij if you are using it

Do you see a run button to run the app
Run it
In the run menu, make sure you select springboot
it worked choose the wrong ide so stupid lol
