I've tried re-logins multiple times, and also restarted my PC more than 3 times.

Please uninstall and reinstall vanguard
That error you are getting is normally about vanguard not being up to date
Where do I go to re-install it?
First, how are you uninstalling it
You should uninstall it through vanguard itself
On your taskbar all the way to the right you'll see this arrow, click it
I did, and I uninstalled it by clicking the more, then uninstall.

Open up the riot client and it will prompt you to reinstall

There was no reinstall prompt.
If Vanguard is uninstalled, It will not launch Valorant
It will most likely give you a different error code now
if it did launch
It says the exact same thing.

Yep vanguard is very much installed
If you did go through vanguard and it didn't work we'll now just delete the entire folder
C:\Program Files\Riot Vanguard
delete the riot vanguard folder
