Rebase from Silverblue skopeo 403

I am trying to rebase Silverblue on my surface to Bazzite Surface Gnome and I am getting a 403 from skopeo.

I couldn't install from the USB as it would fail for some timeout on the deploy with a -1 error code.

i wonder if its the same issue on the iso. my assumption its my network. just like my alienware attempt, it fails
