Reinstall/Format a pc
Does Local reinstall need a copy of windows on a bootable flashdrive? or it will just erase all data/files on the C/D/E drive and it will reinstall the previous windows by itself? no bootable flashdrive or another copy of windows needed?

i will try to rephrase it, but read the first question also, What I'm trying to say is in other way is, can i format my C drive without needing another copy of windows cd or bootable Flashdrive with windows?
It will FORMAT/DELETE only the files on C:, that's if you select the drive that Windows used in the first place. If you're scared to delete the files on the other drives, disconnect the drives from your pc, if the others are NVMEs, go to your BIOS and disable the other drives
you actually must remove/disable ALL DRIVES except the c drive and install drive
windows rolls the dice and installs the bootloader on any drive it decides to
sometimes, even pendrives
