Nonexistant download speed.
I've had issues with download speed on RunPod before, but in those cases it was usually merely slow. It's currently slow to the point of nonfunctionality. I'm using secure cloud as I'm training and I'm entirely willing to pay a little extra not to be interrupted, but even sample images take 20 seconds or so to load.
It's not my internet. I can do other things just fine, and speedtest.net says I've got half a gigabit of download speed.

It was functioning okay earlier today, if slower than advertised
Attempted using runpodctl. It's saying 6 hours to download
360kBps while the pod advertises 1023 Mbps upload
okay, restarted a few times and one finally started with a working speed.
seems to randomly decide on a speed each time I run the runpodctl send
Still being quite slow and inconsistent in Runpod CTL, requiring restarts
My compliments to whoever programmed runpodctl to properly resume downloads, though, entirely separate from my current ire.
had to restart the send/receive 17 times because it kept dropping to a trickle

Yeah, for anyone in the same position, I was able to brute force it repeatedly restarting the runpodctl send/receive because sometimes it would stay at 50MBps for a little bit before dropping to almost nothing
I generally just restarted each time it dipped below 1MBps because it never recovered after that point
