This is immutable fedora, no dnf or yum
You can use distrobox to run your applications, or layer with rpm-ostree if that can't serve your needs

alien is the app that converts deb to rpm right?
if so, you can just set up a distrobox container for debian/ubuntu and install the .deb into there instead
