Excessive Load Times [Internet Unrelated]
I am often experiencing extremely long load times in Val specifically. No other game has excessive load games for me like Val does, and was wondering if it was a technical issue with Val specifically. OS is Windows 10

For me personally, I have noticed that load times take forever when it comes to jumping into a match of any sort. I don't think it's fully hardware related? I'm not sure, however I have two computers here at home, one loads up faster and it's older than my other PC which takes longer to load, even though it's much more "beefy" of a setup. For the older PC that loads up faster, it is on Windows 10 like yours, so I don't think operating system is related. Might be worth doing a file repair/verification for starters. On Valorant client > click sihlouette top right corner > Settings > Valorant > Repair. Good luck with this, I know it can be annoying having to wait so long for a match to pop in.
I have tried Uninstalling Val, Vanguard, and Riot Client. I might need to Cache clear as well like you said. I've seen suggestions about switching Val over to SSD, so we'll see with that. I've never had issues with loading on an HDD before, so it feels wrong. I will come back to this when I've cleared my caches too
