Error Code when trying to launch game

My friend is trying launch his game, but everytime he does, it tells him "WIndows cannot access specified device, path, or file. You may not have the appropriate permissions to access the item". He has tried uninstallilng, which it doesn't even let him do, and also it says his game is like 434 GB in size, which can't possibly be correct.
