Should I have a Dedicated Power Plane on My PCB
During my last design I used a dedicated layer/plane for power. But during the design review the engineer asked me to remove the dedicated plane and just route the power around. And use that plane for ground. Wanted to know when is right or wrong to use a dedicated plane for power, need your insight on this. Thanks.

It is always preferable to have a solid reference plane layer and a power layer. Sure, you don't need big power planes where the power consumption of the device is low. Once unsure and if you are working on a multilayer PCB, use it.
Depending on the design using a dedicated plane is necessary, but it also depence on how many layers you have. Major for me if am using a four layer board i use signal/ground/ground/signal for stackup. I normally route my power rails.
But if your design has multiple power rails, for a four layers board it is ok to use a plane. For more than four layers is very much adviceable to use a power plane in your design.
