I've had a breakthrough! Overclocking Nvidia is totally possible on newer cards without requiring X11 using the new NVML library and a python script to easily write into the required C calls.

I will mention: GWE as installed by Bazzite Portal is worthless even in an X11 session as GWE still requires the coolbits flag to be modified in etc/X11/xorg.conf. Modifying clocks in this way does not seem possible in a safe way in Bazzite as it requires X11 to be running as root.
I would recommend anyone else looking to set clocks on nvidia to try the NVML route.
