are u using hdmi 1.4
or its some setting on ur monitor to uncap it to 165
maybe its his external monitor
idk i just plugged in
i mean my monitor is 165hz
but i needed to create a custom res to make it 165hz
friend had issue like this
what he did was
right click your desktop
go to display settings
go to advanced display settings
set refresh rate to 165

it didn't worked
it shows the same 144hz
i uninstalled val and installed and still the same thing
in any other games, like aim labs i can put on 165hz
try using a display port cable
or hdmi 2.0
