Are there 2nd chances if you use 3rd party program?
I know there's a permanent suspension for toxicity that could be lifted, I'm curious if it also applies on 3rd party programs

I would say depends on the third party program, if its any form of cheats such as aim bot, trigger bot, ESP , etc then no but if your using something like a program to help run true stretched then yes
however if then 3rd party tool directly influences and or changes game files your probably gonna be perma banned

val does have a significant problem with toxicity but
riot takes cheating much more seriously
