No Scroll bar design
I am working on a project and the client has said that their shouldn't be any main scroll bar (either horizontal or vertical). There can be scroll bars for individual sections and most of the time, user will be navigating using buttons (like carousels). The project is having a user panel and admin panel.
I want to ask if this is practically possible since it should be responsive as well.

No it isn't practical (it can be an accessibility nightmare also), there are numerous studies showing that people tend to ignore carousels.
If the majority of the content is carousel based, it will be very hard to guide the user to the area that the client wants them to use
But...If the client has given you designs I'd suggest you firstly let them know about your concerns and then do the job you are being paid for
