im assuming your gpu is bottlenecking your i5 10th gen
because you have a gt 1030 on a i5 10th gen

gpu bottlenecking is like: your gpu is too slow to catch up to your cpu
yeah ur gpu is too bad, thats why its stuck on 30fps, and you might wanna check the settings because you may have locked the FPS on 30

i just try when i use widowed display mode the fps drastically goes to 75 but when fullscreen it go back to 30 fps
are you sure the fps is not locked?
if not, then you have to change your gpu ASAP

or his game
windowed fullscreen gives u increased latency
unless u are on win11 and have borderless windowed optimization on
and which cpu is that exactly
for example 9900k
