Pods not starting

Pods fail to start even after 30-60 minutes. I have tried multiple hardware options on the secure cloud all showing high availability. The logs window shows "Waiting for logs". First time trying RunPod so I am wondering if I am missing something here? I get charged for the wait time too which seems wrong.

What was the GPU type, and template? Was it secure cloud or community cloud? And what region?

I tried a number of different combinations. Latest was RTX 4090, runpod/pytorch:2.1.0-py3.10-cuda11.8.0-devel-ubuntu22.04 on secure cloud.
