Would runpod still have my old deleted instance?

Yes, your pods get deleted after a certain amount of time if you run out of credit.
is there any possible way to recover any of it
No, there is not, you have to create a new pod.
However you can store your data on other things like your pc or a cloud storage
No need to, you can store it on the network volume. It’s not removed right away when you’re out of money. But of course it’s always a good idea to back everything up in the cloud. Say, S3. You can probably set up rclone for that
Yeah i wrote a wget bash shell to download a firebase class i set up, so I can tarball compress and store to firebase storage, personally like something easy like that
Probably depends on how much data you have, I personally think if your work is important enough, you will just have automatic payments enabled so that you don't need to worry about things being deleted if you run out of credits.
