Can I wear this to my graduation/convocation?

Pictures are worth 1000 words! Sounds perfectly acceptable on face value, though a white or light blue shirt would be a much better option generally
Graduation is rarely formal enough that you'd get shit on for not being classic-menswear-perfect, so tentatively yes. I would generally agree on a white or pale blue shirt instead of you have one.
I'm also not entirely sure on overcoat without a middle layer, but if you want to, sure. The gown covers most of it anyways, I'd be more worried about the overcoat and gown not working together (practically and fit both)
