When Reyna buys full abilities does she get 2 of EITHER devour or dismiss or 1 of each?

but if she use her q one time it effects her e
Reyna's devour and dissmis abilities can be used twice in 1 round. But to explain, you will either use one of these two skills twice, or by using each of them twice, you will spend 2 skills in total.
