i cant uninstall the game

when i try to uninstall it in settings -> programs my laptop doesnt really react, just the blue spinning circle for a second and thats all, nothing happens ☠️ i know nothing about tech things and maybe im doing something wrong, please help. i also tried uninstalling riot client and followed a tutorial on youtube but it made it even worse so i downloaded that thing again...
