do they actually respond to tickets? and if so, how long does it take for them to respond

it depends why you opened that ticket.
if you opened an unban request ticket, you probably just get a automated response from the automod.
but if you just ask a question, want a refund, submit an artwork, [etc] they will respond, usually within a couple hours
