I wouldn't recommend it as you're running a program attached to Valorant, which Vanguard can detect.

The program he is using is not safe.
WinEXP however is safe and valorant moderators have confirmed it is allowed. here is a tutorial for that.
What this program does is it makes the game go from windowed mode to fullscreen so there's also no input delay to your game.
a downside to this however is that you have to do the same steps whenever you launch the game
