Is it possible to remove ruffles like this on sweaters?
Would this count as an issue of garment maintenance or a sign of a lower quality fabric?

Addendum: can you wear a sweater tucked into your trousers?
Looks like the hem is a little stretched out, you could try shrinking it carefully
You can tuck your sweater in though as long as it’s relatively thin

Sometimes people will tuck just the hem of a thicker sweater though
How do you shrink it exactly?
Soak the hem in warm/hot water for 10 mins or so, then squeeze the water out (gently) and let it dry flat, i.e. laying on a towel
But results will really depend on the material
Wool and cotton will work well, but if there's any elastane in the hem or any synthetic stitching you could get pretty mixed results so trying to shrink items is often a complete gamble
After dipping it in hot water and some ironing, it’s looking much better
